OQPS policy on wider dissemination of information which is disclosed in response to FOI requests

The Queen’s Printer for Scotland has adopted the Scottish Government's policy on wider dissemination of information which is disclosed in response to FOI requests in that where we release information in response to a FOI request we recognise that it will usually be of interest to the wider public in addition to the original applicant. The Queen’s Printer for Scotland will therefore publish information which they have released to an applicant as soon as possible via the OQPS website. The speed with which information released can be made available on the website will vary depending on its quantity and format. Information may not therefore always be added to the website on the same day that it is supplied to an applicant.

Information relating to very specific, individually focused issues might not warrant wider publication as without understanding the context of the information it would not necessarily be very useful to anyone other than the applicant. However, as previously stated, in practice we regard most information released as being of wider public interest and endeavour to get it published on the website.

Information Released in Response to an FOI Request

Details of request: Information on how much OQPS spent on:

Information/answer provided: a) Bonuses were awarded to two OQPS staff in 2009/10 as a performance related pay award. The total sum awarded was £272. The staff who deliver the services for QPS also support wider legislative work across the UK and therefore no one individual member of staff is fully allocated to QPS. These pay awards were given to staff for exceeding their annual performance objectives for all their areas of work, not solely their QPS work. The figure given above is based on applying the proportion of time staff spend on OQPS duties to their overall pay award. For example if a member of staff spends 50% of their time on QPS work, the figure would be 50% of their overall pay award

Details of request: Information about the salaries paid to staff working for OQPS.
Information/answer provided: The Queen’s Printer for Scotland, who also holds the position as Controller of Her Majesty’s Stationery Office is supported in her role by the staff of Her Majesty’s Stationery Office which operates from within the Office of Public Sector Information.

The staff who deliver the services for OQPS also support the wider legislative work across the UK and therefore no one individual member of staff is fully allocated to OQPS. The response on the number of staff assumes the total salary cost of the individuals (i.e. including employer related cost) to determine the assignment to the category for 2009/10. It does not reflect the proportion of the individuals time that is allocated to OQPS duties.

(a) Total cost for one member of staff is more than £100,000 per annum.

(b) There are zero staff who cost between £80,000 and £100,000 per annum.

(c) Ten staff cost less than £80,000 per annum

The total salary cost to OQPS is determined by recharging the proportion of individual costs to reflect the level of their time (expressed as full time equivalent rounded to the nearest 0.1) in delivering the OQPS duties.

(d) The total salary bill for the group of staff in (a) is £1,800 (0.1 FTE).

(e) The total salary bill for the group of staff in (b) is zero.

(f) The total salary bill for the group of staff in (c) £34,200 (0.9 FTE)

Information/answer provided: a) The Office of Queens Printer for Scotland (OQPS) does not receive a fixed budget. Instead the costs of operating OQPS are covered from funding provided by The National Archives. These costs are then recovered from the Scottish Government on an annual basis.
